I have the honour to acknowledge the receipt of

your despatch No. 42, of the 6th. ultimo, in which you

direct me to furnish you with a report on the proposal

that a reciprocal arrangement with regard to bankruptøy

proceedings should be made between the Government of Hong-

kong and the Provinciɛl Authorities at Canton.

I venture to premise the observations I have to

sake on this subject by explaining that, while the question

of bankruptcy proceedings and the larger question of the

execution of Hongkong Judṛments in Canton has more than

once been the subject of informal discussion between the

Governor of Hongkong and myself, I have not so far made

any official representations to the Hongkong Government
